A call for expressions of interest is expected for investments in greenhouses, net houses, permanent accessible shelters of the “tunnel” type, and mushroom-growing facilities under Intervention P3-73-2.9. This initiative aims to strengthen the market competitiveness and orientation of agricultural holdings, modernizing vegetable production in tandem with shifting toward higher value-added cultivation practices. The goal is to raise productivity in cultivation methods while reducing inputs.
Eligible Beneficiaries
- Individuals: must be over 18 and under 60 years old, be registered in the Registry of Farmers and Agricultural Holdings (MAAE) as professional farmers, as newcomers, or as farm holders; must have submitted a valid Single Aid Application for the year 2024; must be tax- and insurance-compliant; and must not already be receiving a pension (except in cases of disability retirement).
- Legal entities: must include agriculture among their registered business activities, be listed in the General Electronic Commercial Registry (GEMI), be tax- and insurance-compliant, have a minimum legal duration valid through December 31, 2034 (extending or renewing prior to application submission if needed), and provide a unified solvency certificate.
- Collective bodies under cooperative agricultural law (e.g., producer groups, producer organizations, agricultural cooperatives, or their unions) must be registered and in good standing in the respective register (if required), maintain separate accounting records if part of a larger legal structure, and show a profitable average pre-tax, pre-depreciation operating result plus an average turnover above €60,000 over the last three fiscal years prior to application. Newer entities formed after January 1, 2022, are exempt from this profitability requirement. They too must be tax- and insurance-compliant and provide a unified solvency certificate if required, and must assign a single person as the implementation lead for the Intervention.
Eligible Expenditures
These can include:
- Erecting, expanding, or upgrading accessible shelters.
- Construction costs or land purchases serving those shelters (e.g., warehouses, storage facilities, product-preparation areas such as chillers, sorting facilities, washing stations, land acquisition for installing the aforementioned structures, water-collection tanks, etc.).
- Machinery integrated into the structures (hydroponic systems, heating/cooling systems, shading systems, automation, filtration, waste management, etc.).
- Crop-production equipment and mushroom-production equipment exclusively used within these structures, such as soil-preparation machines, seeders, transplanters, harvesters, plant-protection sprayers, misting systems, small tractors (electric or conventional), sensors, etc.
- Renewable energy equipment covering solely the power requirements of these facilities.
- General expenditures (professional services) directly connected to executing the project.
Budget Limits
The investment plan’s budget limits will be determined by the Call.

Evaluation Method
This call is also competitive, meaning each proposal is scored and ranked. In the event of limited funding, those with higher scores get funded, while lower-ranked proposals may be rejected.
